Saruman, also known as the White Wizard and later the Many-colored Wizard or the Black Steward, was originally the chief of the Order of Istari and the leader of the White Council. After his corruption, he became Sauron's greatest servant and the puppet-ruler of Isengard; he was an assumed member of the Black Council.

A messenger sent by the Valar, Saruman's duty had been to help the Free Peoples withstand Sauron should he return. Believing that in better understanding his Enemy's nature he might discern a way to defeat him, Saruman researched the lore of Middle-earth, especially the works of Sauron. But he proved as prideful as he was learned and the seeds of covetousness took rot: the White Wizard now sought to become the ruler of Middle-earth, one in the likeness of the Dark Lord he had grown to admire. While his allies conferred, he secretly began to search for clues on the One Ring's whereabouts, hoping to perhaps wield its power for himself. Saruman also held much resentment for his peer, Gandalf, whose love and fame among the Free Folk surpassed his own. The White Wizard hindered the Grey Pilgrim's efforts and set spies to watch his movement, noting his interest in the Shire.

Wooing the Steward of Gondor and King of Rohan with gifts and half-hearted vows, Saruman took Orthanc at Isengard and turned it into his own seat of power, using the Palantír within. But he was soon ensnared, being lured with promises of power, and became an agent of Sauron. Having betrayed the Free Peoples, the pale Wizard now plotted to betray his new master and usurp his place as Lord of the Rings and Middle-earth. If the gamble for the Ring failed, Saruman thought he would at least stand at the right hand of Sauron as his steward. In truth he was little more than the Dark Lord's puppet, acting out his will, and he would be ultimately be discarded. Having already recruited the Orcs of the Misty Mountains, Saruman allied with the Dunlendings and bred his own Half-orcs and Uruk-hai; he also bought Gríma, the Steward of Rohan, as a mole and had a number of associates in Eriador.

In the end, his works - and the works of his dark master - perished. Saruman was defeated and his spirit barred from returning, forced to follow Sauron into the Void.
